Implementation plan for reform of the examination and approval system of Tianmen City's construction projects

In order to implement the decision-making arrangements of the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government to deepen the reform of "decentralization and management services" and optimize the business environment, according to the Notice "(E Zhengban Fa [2019] No. 44) requires that this plan be formulated in accordance with the actual situation of our city.

I. General requirements

(1) Guiding ideology. Guided by Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, focusing on the obstacles, difficulties, and pain points of the work of enterprises and the masses, increasing the transformation of government functions and simplifying the decentralization of government, comprehensively reforming the approval system of construction projects, and achieving a unified approval process A unified information and data platform, a unified approval management system, and a unified supervision method will allow enterprises and the masses to do things better, faster, and more conveniently, and to continue to optimize the business environment and achieve high-quality economic development in our city.

(2) Reform contents. Implementation of the entire approval process for engineering construction project approval systems, engineering project categories and all matters covered by the reform. The whole approval process includes the entire process from project establishment to completion acceptance and public facilities access services; the types of construction projects are mainly housing construction and urban infrastructure projects, excluding special projects and major projects in the fields of transportation, water conservancy and energy; Covering other types of matters such as administrative licensing, technical review, intermediary services, municipal public services, and filing, and promoting process optimization and standardization.

(3) Work goals. The time limit for approval of construction projects in the city has been reduced to less than 95 working days. By the end of August 2019, the city's engineering construction project approval system framework and information data platform will be basically completed, and it will be connected with the provincial system. At the end of October 2019, it will further interconnect with related system platforms. At the end of June 2020, an engineering construction project approval and management system with a unified project classification, approval process, list of items, and management system will be completed with the province. At the end of December 2020, a unified project approval and management system for construction projects with the state will be basically completed.

2. Unified approval process

(4) Reasonably divide the examination and approval stages. The approval process of construction projects in our city is divided into four stages: planning permission for project use, construction permission, construction permission, and acceptance inspection. Each approval stage implements "one family lead, parallel approval, and time-limited settlement". The planning and approval phase of the land for the project mainly includes the project approval and approval preparation, the issuance of site selection opinions, the pre-examination of the land (the pre-examination of the existing land may not be conducted), and the issuance of the planning permit for land use. The above two phases are led by the Municipal Natural Resources and Planning Bureau, and the examination and approval are completed within 45 and 20 working days respectively. The construction permit phase mainly includes design review and confirmation and construction permit issuance, etc. Facilities engineering projects are led by the Municipal Housing and Construction Bureau, general energy projects are led by the Municipal Development and Reform Commission, general water conservancy projects are led by the Municipal Water and Lake Bureau, and general highway projects are led by the Municipal Transportation Bureau, and completed within 15 working days; completion acceptance The stages mainly include planning, land, fire protection, civil defense, archives, housing construction and other acceptance and completion acceptance filings, among which housing construction and urban infrastructure projects are led by the Municipal Housing and Construction Bureau, general energy projects are led by the Municipal Development and Reform Commission, and general water conservancy projects The project is led by the Municipal Water Resources and Lake Bureau General highway project led by the Municipal Transportation Bureau, completed in 15 working days. (5) Classification and formulation of approval procedures. (7) Streamlining the examination and approval process.

Streamline and standardize approval matters. Before the end of July 2019, we will sort out and put forward suggestions for handling all approval matters, and formulate and implement a supporting system that delegates approval authority. All departments have thoroughly reviewed the approval items of construction projects, and submitted the list of approval items to the Office of the Leading Group for Reform of the Examination and Approval System of Construction Projects for the record. The Office of the Leading Group for Reform of the Municipal Engineering Construction Project Examination and Approval System will submit the list of approval items to the Provincial Department of Housing and Construction for the record. (10) Speed up the completion of the construction project approval management system. (12) "One Window" provides comprehensive services. Before the end of July 2019, establish a comprehensive online and offline "one window" of engineering construction project approval services in the Municipal Affairs Service and Big Data Administration Bureau, integrate the service windows of all engineering construction project approval departments and municipal public units, and develop a "one window" "Acceptance" procedures to ensure unified reception, dispatch and consultation at the "one window" at the front desk. Formulate consultation and guidance service regulations, and encourage applicants to provide engineering construction project approval consulting, guidance, coordination and agency services. V. Unified supervision method

(15) Strengthen after-event supervision. Approval departments shall strengthen supervision and inspection of the approval matters under the notification commitment system, and shall cancel administrative approval decisions in accordance with the law and hold corresponding responsibilities for those who fail to fulfill their commitments. Implementation of safeguard measures

(18) Strengthen organizational leadership. The municipal government established a leading group for the reform of the examination and approval system for Tianmen City's construction projects (see Annex 1). (19) Strengthen supervision and evaluation. The municipal government will supervise the reform of the examination and approval system for engineering construction projects, and take it as an important part of the "decentralization of service" reform and include it in the performance evaluation management. (20) Strengthen training and publicity. Relevant departments should formulate training plans, conduct training on key and difficult issues, and improve reform capacity and business level. The reform work plan, the approval flow chart, the list of approval items, and the reform supporting system will be made public through the government's official website and other methods. Multi-channel publicity reports on reform measures and results achieved, timely release of reform information, strengthening interpretation of laws and policies, correct guidance of social expectations, timely response to public concerns, and create a good atmosphere of public opinion for the smooth progress of reform.
