The overall quality of the atmospheric environment in the province has declined severely this year. According to the state's basic requirement that environmental quality can only be improved, not deteriorated, the situation of achieving ambient air quality standards is very grim. At the same time, the 7th Military Games was held in Wuhan from October 18th to 27th, 2019, and the requirements on the quality of the atmospheric environment were very high. All these require us to increase our efforts in the prevention and control of air pollution, so use this opportunity to talk to you about the content of air pollution control.
Moderator: At present, the public is very concerned about the atmospheric environment. What are the indicators for environmental air quality evaluation?
Guests: At present, there are six main indicators for national air quality assessment, namely PM10, PM2.5, sulfur dioxide, nitrogen dioxide, carbon monoxide, and ozone. The assessment method is a single factor assessment, that is, the six indicators are compared with their respective standards. As long as one of the indicators reaches light pollution or moderate pollution, the air quality is considered to be lightly polluted weather or moderately polluted weather. Currently for Tianmen, the three indicators of sulfur dioxide, nitrogen dioxide and carbon monoxide have been excellent and very stable, so we are now focusing on the three indicators of PM10, PM2.5 and ozone.
Moderator: The "defense of the blue sky" is an important content of the battle against pollution. What is the target task of our city on the "defense of the blue sky"?
Guest: The basic requirement of the state for environmental protection is that the environmental quality "can only get better and not worse". According to this requirement, the target task assigned by the province to our city in 2019 is: the air quality of the city in 2019 will remain stable. For the better, the annual average concentration of PM10 in 2019 will be controlled within 72 micrograms per cubic meter, and the average annual concentration of PM2.5 will be controlled within 42 micrograms per cubic meter. The proportion of days with good air quality will reach 76.3%.
Moderator: What control measures have we taken to address the target task?
Guests: It is very difficult to complete the target tasks this year. We have mainly adopted the following prevention measures:
The first is to establish and improve pollution source emission inventories and improve supervision capabilities. Rely on the second national survey of pollution sources to establish an emission inventory of air pollution sources. A special fund of more than 7 million yuan was implemented to build special facilities for monitoring atmospheric environmental quality, including two sets of motor vehicle exhaust remote sensing monitoring equipment, a mobile monitoring vehicle, and 20 automatic micro-stations. Hire a third-party agency to carry out atmospheric inspections without interruption, and timely discover and supervise and deal with all kinds of pollution behaviors. Publicly report the telephone number and email address to the society, implement two new measures to report air pollution awards, and establish an air pollution reporting mechanism.
The second is to carry out industrial pollution control. Carry out special actions for industrial furnace kiln governance, urge industrial furnaces to implement "coal to gas" and "coal to power" projects, and install dust removal facilities. We carried out comprehensive management of volatile organic compounds, identified 40 key governance companies, and have now received 36 rectification reports, 20 rectifications have been completed, and others are in the process of rectification. Strengthen the management and control of industrial enterprises' unorganized emissions, and strengthen the comprehensive management of "scattered pollution". Classified disposal of verified “scattered and polluted” enterprises. Stop production and shut down basically achieve "two breaks and three cleansing"; integrate relocation to migrate to a compliant industrial park for a limited period of time to implement upgrades; upgrade and implement clean production technology reforms to comprehensively improve the level of pollution control. Industrial production enterprises shall adopt measures such as containment, containment, covering, cleaning, and watering to reduce the discharge of dust and gaseous pollutants from the storage, transportation, loading and unloading of internal materials.
The third is to strengthen dust control. Vigorously rectify road dust pollution, carry out full coverage of urban areas, and normalize spray dust suppression operations. Increase the frequency of watering on primary and secondary roads to minimize dust pollution. Strengthen the management of sand and gravel transport vehicles, and overloaded and uncovered materials must not be allowed on the road. Strengthen construction dust control. All types of construction sites must be "six hundred percent" of construction site perimeter enclosures, material stacking and covering, earthwork excavation wet operation, road hardening, cleaning of access vehicles, and closed transportation of debris vehicles.
The fourth is to strengthen the prevention and control of restaurant fume pollution. Vigorously promote the use of clean energy such as pipeline gas, natural gas and electricity. By the end of 2019, the city's built-up area can be installed in the canteens of public institutions, catering service operating places with more than 3 stoves must install oil fume purification facilities. Open-air barbecues are prohibited within the no-fire zone.
The fifth is to strengthen the prevention and control of motor vehicle pollution. Accelerate the obsolescence and in-depth management of old vehicles, formulate early update targets and implementation plans for the operation of diesel trucks and gas vehicles, and gradually phase out the operation of diesel trucks with national third and lower emission standards. Promote the use of gas vehicles that meet the national six emission standards. Strengthen the management of motor vehicle exhaust gas detection institutions, and construct two sets of fixed motor vehicle exhaust gas remote sensing monitoring facilities at the main entrances and exits of urban areas before the end of 2019, formulate corresponding management measures and implement them. Actively promote the upgrade of fuel oil products. From January 1, 2019, the city's comprehensive supply of gasoline and diesel for vehicles that meet the national VI standards. Stop selling gasoline and diesel oil that are lower than the National Six standard, and realize the "three oils in one rail" of diesel oil for vehicles, ordinary diesel oil and some marine oils. Actively carry out oil and gas recovery at gas stations and ensure the stable operation of recovery facilities.
Sixth, pay close attention to the ban on straw burning. Further establish and improve the municipal, town, and village three-level straw incineration supervision and responsibility system, severely crack down on straw off-peak incineration behaviors, continue to increase assessment and accountability, and ensure that the straw incineration intensity in administrative areas has been reduced by more than 30% year-on-year. It is prohibited to burn leaves and household garbage in the open air.
Moderator: What are the main problems in our city in the "Battle of Blue Sky"? How to solve?
Guests: There are three main problems in the air pollution prevention and control work in our city. The first is the lack of supervision and management. The main manifestations are that the supervision and management methods are relatively single, the technology cannot keep pace with the times, and there is no effective emergency monitoring capability, which leads to weak performance in the treatment of pollution disputes and pollution accidents, and the decisions made are not standardized and scientific. . Second, the implementation of the prevention and control of motor vehicle exhaust pollution has been delayed, and motor vehicle exhaust emissions have not been effectively controlled. Third, some enterprises have not paid enough attention to the prevention and control of air pollution. In particular, the progress of volatile organic compounds treatment has been slow.
In response to the above problems, we will take corresponding measures in the next step. First, we will vigorously improve our supervision capabilities, such as planning to establish an air pollution prevention and control center, building an automatic air monitoring station, building a remote sensing monitoring device for vehicle exhaust, and conducting third-party inspections. The second is to increase the management and control of motor vehicle exhaust pollution, such as carrying out special rectification of diesel trucks, upgrading and upgrading of motor vehicle exhaust gas detection agencies, and carrying out non-road mobile machinery registration management. The third is to strengthen law enforcement, resolutely crack down on all types of atmospheric violations, and find out that they will be investigated together.
