(I) Do a good job in disaster prevention and reduction
First, combining the important nodes of the 11th National Disaster Prevention and Mitigation Day in China and the 18th Work Safety Month in China, the Bureau organized members of the Security Committee and the Disaster Reduction Committee in Wal-Mart Plaza and Qiaoxiang, respectively. Disaster reduction publicity activities were carried out in the square in front of the passenger station, publicity materials were distributed, and disaster prevention and mitigation knowledge answers were created, creating a strong atmosphere for disaster prevention and reduction. The people's awareness of disaster prevention and mitigation has been significantly enhanced, and it has also evoked disaster prevention and reduction efforts from all walks of life. High attention.
The second is to actively create provincial comprehensive disaster reduction demonstration communities. In order to comprehensively enhance urban and rural residents ’awareness of disaster prevention and mitigation and self-rescue skills, and to improve the comprehensive disaster reduction capabilities of the city ’s urban and rural communities, in 2019, our bureau selected Yanglin Subdistrict Office Yanglin Community to create a community for the annual provincial comprehensive disaster reduction demonstration. Since the beginning of this year, floods, hail, droughts and other disasters have occurred in our city, which caused a total of 452,000 people (times) and more than 35,000 hectares of farmland, including more than 17,000 hectares and a total loss of 826 hectares. There were 89 rural farmhouses in 44 rural areas, and the agricultural economic loss was about 160 million yuan. In response to the difficult living conditions caused by the disaster to the people, our bureau raised a total of 6.575 million yuan in rescue funds, and urged the township governments to use the "one card (discount) pass" payment method to rescue more than 20,000 households and 46,000 people in need. ; Distributed more than 4,000 aid materials to ensure the basic lives of the affected people. Secondly, each farmer's house damaged by the disaster has different conditions and measures to ensure that the damaged house is properly repaired. The emergency management department combined with its own social assistance responsibilities and did some work around disaster relief and achieved some results; at the same time, there were some problems.
First, the team of disaster information officers is unstable. At present, most grass-roots disaster informant teams come from members of the "Village Two Committees", and the mobility of personnel is high, which has resulted in the inability of the disaster informant team to remain relatively stable. Some informants with a certain working experience have withdrawn from the team, and no new informants have been implemented. Biography, help, take. Most of the relatively stable township disaster information workers have to participate in various government disaster management decisions after the disaster. They cannot check point by point from village to village, which leads to the loss of disaster relief and nuclear disaster reporting. They can only act as setters or report disasters according to leadership intent.
Second, the grassroots do not pay much attention to the submission of disaster information. The township government should have been the responsible body of disaster management at this level, but due to many factors, there were basically no disaster relief equipment and no certain financial guarantee, and the distribution of disaster relief funds and disaster information management was not included in the important government work. Moreover, there are no institutional measures such as disaster statistics, disaster consultation, information sharing, information reporting, and data storage.
Thirdly, the system of accountability for disaster information reporting is incomplete. At present, although there are the Regulations on Natural Disaster Relief and the Statistical System for Natural Disaster Situations, because there is no rigid mechanism for investigating and investigating, the actual operation, even if it is the same disaster situation, at the same location, by different personnel The results of statistics are not the same, and the phenomenon of misreporting, concealment, and underreporting of disaster information still exists.
In response to the above problems, our bureau will focus on the following tasks. One is to establish a stable information team at the township and village levels, especially to build a full-time information team at townships. Disaster information is an inevitable result of natural disasters. The basis of decision-making for disaster relief, to do a good job in disaster reduction and relief, we must establish a relatively stable team of disaster informants, strengthen information early warning of sudden natural disasters, improve emergency measures, and improve the government's ability to respond to sudden disasters. The second is a sound and standardized disaster management system. In accordance with the national disaster relief policy and the principles of disaster relief hierarchical management, the rural disaster information officer selection and training system is established in the township. Our emergency management bureau is responsible for professional training and comprehensive evaluation, and implements merit-based certification. Induction system; improve disaster information management measures to achieve statistical caliber and consistent statistical indicators, in order to promote the institutionalization and standardized management of disaster information.
